Internet providers must block illegal e-book download platforms Library Genesis and Anna's Archive. The Rotterdam court decided this. These so-called shadow libraries offer unauthorized free access to copies of books, magazines and articles.

The Rotterdam court has established that the platforms made copyright-protected works available on a large scale to a large audience, writes the Brein Foundation. The parties behind Library Genesis and Anna's Archive are said to be located abroad and are difficult to trace due to their anonymity.

According to the Agreement on Blocking Websites, internet providers must block websites that infringe copyright, if an order has been filed for this by a court. Providers must block the websites within five working days. Even if the domain name or IP address of an illegal website changes, a provider must deny users access. This also applies if new proxy and mirror sites appear.
