The new rules cover dual citizens, Russians with permanent residence abroad and stateless persons.

Dual citizens have previously not been allowed to serve in the Russian army.

In September, the Russian Duma passed a new law simplifying the acquisition of Russian citizenship for foreigners who have signed a contract for military service. Such foreigners could only apply for Russian citizenship without a residence permit. In Moscow, the authorities have launched recruitment centers for recruiting foreigners for Russian military service.

Earlier in May, Putin signed a decree removing the upper age limit for signing a service contract with Russia's armed forces for both Russian citizens and foreigners. In addition to this, the private military company Wagner has recruited prisoners to serve in the Russian armed forces.
