The introduction of a new it system for the Ministry of Justice has partially failed, and in 2011, quietly stopped, after ten years of working. There is meanwhile a hundred million euros have been spent on the project.
The Integrated process system Criminal law had to put an end to the paper strafdossiers, but the project is only partially implemented and now appears to be so in 2011, is already discontinued. In addition to the unsuccessful introduction, the project has more than twice as much money as was initially planned. One of the problems during the introduction was that the demands on the project during the development changed. That happened several times, and halfway through the project, even completely revised. Initially, the project already at the beginning of 2004 are ready. It took until 2008 before the system nationwide was rolled out, but that was only to the Public Prosecutor. The judiciary followed a half year later. The system had, however, still do not have all the functionality that the project was intended. Therefore it uses the judicial power of the system, not all the goods and continue to paper files is required. A link with the police, also part of the original project plan, is also not yet realised.
The costs for the project were initially budgeted at over 40 million euros. The new approach halfway through the project, however, is the first 24 million euros largely for nothing issued, as concluded in the evaluation report. In total, the project has more than 99 million euro cost. The research was also complicated by the fact that the original project file is missing and the audit service had to do with documents from that dossier which through employees of the ‘own stock’ were provided.
Update, 15:53: The ministry said in a response opposite NOS that the GPS project is terminated, because it has been introduced. It handles all of the violations, and 75 percent of the crimes with the system, says the ministry. Also in the case-law there would be be used.
