The government is in emergencies raise the alarm via a system in which people through the mobile phone received a message. The service works only via 3g and 42 percent of the Dutch population has no suitable mobile phone.

Despite the problems, the government has Friday afternoon decided the system, called NL-Alert nationwide. In case of emergencies to get people around an affected area, a message similar to a text message. In addition to the information on the emergency instructions, such as the closing of doors and windows. The system would in the long term the air raid sirens need to be replaced. However, that can take years.

During a three test were the necessary issues to the fore. Not all of the providers found the messages to be delivered if a phone was connected via the 3g network. Many suitable phones are, however, on 3g networks. Minister Opstelten of Security and Justice said in a letter to the Second Chamber to count that these problems are resolved for implementation. That will be held next year.

Another problem is that not all phones are suitable for receiving messages through NL-Alert. About 42 percent of the Dutch population can currently not be reached by the system. Under more iPhones can messages are not received. The government hopes that Apple and other mobieltjesmakers tacking as the U.s. government, the system will use. That will make next year happen.

In addition, read people during the testing, the messages are often not. Only one-third was the test the text of the testalarm to read. Half of the people that the message read, did it within ten minutes. Not everyone has the message, quickly read, according to the report about the test because people the phone did or not disturbed wanted to be.

The tests in August and september run. Now came earlier this year, the first smartphones with a NL-Alert app is also already on the market. The plans for the alarm system have been around since 2008 in the making.

The system works using ‘cell broadcast’, which providers channel reservations for these messages. This has the advantage that the messages arrive as regular text messages will not be sent out. To the area and accurately define, the Netherlands is therefore divided into 5000 cells.
