The EU interior Ministers continue to argue, as migrants, that is to be read in the Mediterranean sea. A fixed distribution key, only wants a minority. From Bucharest Bernd Riegert.

The Romanian presidency of the EU Council had made an effort. The backdrop of the Parliament is immense: Huge marble staircases, magnificent halls with huge chandeliers. Long blue carpets for the Minister of the interior, headed by a kind of Palace guard in baby blue uniforms through endless corridors. Impressive is the framework for the informal meeting of the 28 EU member States, a rather depressing result. That said, at least, of the Foreign and migration Minister of Luxembourg, Jean Asselborn. The social Democrat, the service is one of the oldest Ministers in the round, and negotiated for more than two years, always the Same. Right-wing populists want to stop immigration

Kickl and its allies want to prevent immigration and the reception of asylum seekers in the EU, as far as possible. Italy, Malta and France have closed their ports for the reception of shipwrecked de facto, which criticized the refugee Agency of the United Nations (UNHCR). Poland and Hungary, but also Austria, refuse, redistributed asylum seekers from Italy, Greece or Spain. Germany wants controlled distribution
Germany has eased its stance somewhat. The state Secretary in the Federal Ministry of the interior, Stephan Mayer, calls for at least a time-distribution-wise mechanism. At the Moment, the EU member States haggle for every refugee ship such as the Bazaar, who receives as many asylum-seekers. “It is, in my view, unworthy of, that any ship, being rescued from distress at sea, again and again, the debate inflamed, which country is ready to take on the shipwrecked,” said Mayer, who represented the diseased interior Minister Seehofer. “Therefore, it is essential that we create a distribution mechanism, in which as many States as possible to participate. So far, there are Commitments from nine EU member States, to participate in the temporary ad-hoc mechanism. This is a great success, but this is from my point of view still too little.”
The ad-hoc mechanism will continue to apply until all the EU countries can agree on a fundamental Reform of the so-called “Dublin rules” to the jurisdiction for asylum procedures. But that is still a long way to go. Italy calls to separate the jurisdiction from the country of first entry. Germany, Austria, Poland, Hungary, and others are, however, that this competence is maintained. A subsequent distribution of asylum-seekers have good chances of approval, one could talk of some States. Poland and Hungary also reject the strict.

EU Commissioner: the appeal to member States
From a single examination of the asylum applicant and a reformed asylum law at the European level, such as the EU-Commissioner for Migration, Dimitris suggests Avramopoulos since years, the member States are still miles away. Migration and asylum seekers are ideally suited as topics in the burgeoning election campaign, if it goes to the right-wing populist Ministers. Consequently, Austria’s Department chief Kickl in Bucharest has opened a new flank. He wants to be able to deport people, the asylum in Austria or in the EU enjoy, faster, if you are delinquent.
Kickl spoke of a “perverse Situation” that needed to be changed. He wanted to not have to wait for someone to strike a blow, and a criminal career building. He wanted to quickly be able to intervene, “to prevent the worst,” said Kickl. “I’m not the Only one who thinks so.” Specifically, the Austrian Minister wants to reduce the conditions for recognition of asylum status.
