Juncker: EU is in an existential crisis

President of the Commission Juncker, the EU is in an existential crisis. The 28 member States talking to often only of their own national interests, he said in his state of the Union speech.

The EU regretted the decision of the British, “but the European Union is not endangered,” said Juncker in his state of the Union speech before the European Parliament in Strasbourg. Juncker, accused the EU governments of the right-of-way often national interests to grant: “The number of the areas in which we work in solidarity together, is too small.” He warned that to play the populists in the Hand. “Populism does not solve any problems – on the contrary, populism creates problems.” Two days before the summit of heads of state and government on the future of the Union, Juncker demanded an “honest stocktaking”, and also for more efforts against unemployment and for a more social Europe.

Plan without funding

In order to overcome the economic downturn in Europe, wants Juncker to double in 2014 launched investment program: Instead of 315 billion Euro within the next three years now 630 billion to be achieved by 2020, said the President of the Commission. The so-called Juncker Plan is supposed to make a toast with a small share of public funds, particularly private investment. The foundations were 21 billion euros in “European Fund for strategic investments” (EFSI).

Since its inception the EU have been launched, according to Commission projects for 116 billion euros. The financing of the doubling of the program in volume and duration, however, is not clarified yet. As secured only a total volume of 500 billion euros by 2020 applies to Juncker’s words. Necessary additional funds from the EU budget are, in addition, as well as by the member States.

Follow-up negotiations with Canada on the free trade agreement Ceta from castle Juncker in his speech. “The guarantees we need can be clarified in the parliaments and negotiated,” said Juncker. “But renegotiations can’t give it.” Ceta was the “best and most advanced” trade agreements, concluded by the European Union. The trade Treaty in the member States is controversial. Is criticized in particular the envisaged establishment of arbitration courts for the resolution of conflicts.

“No internal market à la Carte”

With a view to the exit negotiations with the United Kingdom the President of the Commission reiterated that London “could not get the internal market à la Carte”. In the forthcoming negotiations on future relations, there will be unimpeded access to the European economic area only if the British government accept the free movement of EU citizens.

The British had voted at the end of June, surprisingly, with just under 52 percent for the exit from the EU. On Friday, the heads of state and heads of government of the other 27 countries of the EU in the Slovak capital of Bratislava, to set the course for a realignment of the EU. The focus will be according to EU Council President Donald Tusk, in particular, security issues and border protection.
