Uppsala on the rape of Elsa: “We have been naive”

Domestic. Uppsala and other municipalities “have been too naive” when it comes to the employees. This is stated by Tobias Smedberg (V), chairman of the elderly council, for TV4 Nyheterna after the attention-grabbing interview with raped Elsa, 84.

After revelations about several sexual abuses of elderly women in home care in Uppsala, criticism of the municipality's handling is growing.

84-year-old Elsa, previously called “Vera” in the media, has come forward with her story and directs sharp criticism towards both the treatment and the lack of support from the municipality.

Elsa told in an interview with UNT about the abuse she was subjected to by an Arab employee in the domestic service. Although she alerted a manager, nothing happened – the man was allowed to continue working and Elsa was raped six months after the first incident.

Elsa has not received any financial compensation from the municipality and has had to bear the costs of psychological help herself. She hasn't even received an apology.

– I wish the municipality would give me my dignity back. That I'm not just a spitball, the way I've been treated, Elsa tells UNT.

Tobias Smedberg (V), chairman of the board of elders, now admits that the municipality acted inadequately.

– Uppsala and other municipalities have been too naive. The vast majority of employees behave perfectly, but there are a very few rotten eggs that find their way into welfare, he tells TV4 Nyheterna.

The municipality admits shortcomings in recruitment and supervision of personnel. They are now planning to introduce requirements for extracts from the load register and add extra resources to improve leadership and protection for users, according to Tobias Smedberg.

For TV4, the municipality states that they were in contact with Elsa on Tuesday but have a slightly different picture of the case.
