Criminal immigrant became municipal manager – granted grants to his own clan

Domestic. A criminal man from the feared Gränby network in Uppsala got a job as operations manager for the municipality's assistance payments. Now he is suspected of having used the role to benefit the clan's own assistance company with tax money, Aftonbladet reports.

When the revelation about the criminal manager was published earlier last fall, the municipality had recruited a total of nine business managers in personal assistance, consisting of women and immigrants.

One of the immigrants recruited was Noah Hamad, 37, who is part of the criminal Gränby network . When the municipality recruited him and two other clan-connected managers, the police warned the administration to hire the people, but in vain.

During the autumn, Hamad and the two other managers were suspended from their positions within the municipality, after Aftonbladet started writing about the recruitments. The reason was suspicions of data breaches, according to the municipality.

“Climbed on the job”
Hamad himself has been convicted of a number of less serious crimes but has been singled out as a leading figure within the network , according to a survey carried out by Samnytt.

His brothers have been convicted of stabbing a man to death in Gränby, but he himself tells Aftonbladet that the criminal is behind him.

– I have been able to show that I have succeeded in my life and developed as a person. I have been educated, worked hard and contributed to society.

Aftonbladet writes today that the municipality has suspected that he used his managerial role in the municipality to give advantages to an assistance company with connections to the clan.

The investigation by Gränbynäverket has grown and four people in the municipality are now suspected of being involved in the crime, according to Aftonbladet.

– The investigation concerns four people, the prosecutor told the newspaper.
