The armed forces are therefore discussing rebuilding the territorial defense, consisting of slightly older soldiers who can supplement the Home Guard and operate in sparsely populated areas. So far, however, nothing has happened and large parts of the country are practically undefended in the event of an outbreak of war in Finland or the Baltics.
