This law makes it possible to punish entire gangs for their criminal activities, even if the leaders did not directly participate in or order specific crimes. The RICO Act, which has been used effectively against organized crime in the United States, is based on collective responsibility and would give the judiciary more opportunities to prosecute high-ranking leaders of criminal networks.
