The bill, which supported by 388 MPs with no votes against, aims to protect traditional values, according to Speaker Vyacheslav Volodin.
The legislation proposes fines of up to 5 million rubles for the spread of “child-free ideology” via the media and the Internet.< /p>
Volodin stressed that the decision to have a child is a woman's personal choice, but that propaganda that discourages motherhood must be countered.
The bill must now pass two more votes before it can become law.
