The issue of a tenant-ownership register has been investigated before, but for different reasons the investigation has then stopped and not progressed further thereafter.
The aim of the register is to collect and make available information on housing rights, which should strengthen consumer protection and streamline the housing and credit market.
– The introduction of a condominium register is an important step forward for condominium associations as well as condominium owners. It will create a safer system for mortgage registration, says Johan Kleveland, federal lawyer at Fastighetsägarna Sverige to Fastighetstidningen.
In 2022, the government's inquiry into tenant-ownership registers presented its proposal *A register for all tenant-ownerships*. The government's special investigator, Bengt Kjellson, emphasized that a public register is necessary to ensure that condominiums can be used as reliable security for the banks. Housing rights make up approximately 40 percent of the country's apartments and are a large part of household debt.
When the proposal was sent out for consultation, the Ministry of Finance received 40 opinions, most of which were positive. The Ecocrime Authority pointed out, for example, that floor plans should also be included in the register. The authority has had cases where boards have created false information about apartments that do not exist, which have then been entered into the apartment register and mortgaged.
The police authority emphasized the importance of being able to see which estate agent brokered a condominium sale, which could help in the work against fraud and money laundering.
