– Children and young people are a particularly protective group in public health policy work. The increasing use of tobacco, nicotine products and nitrous oxide among children and young people is worrying and measures must be taken to break this trend. The investigation is an important basis in the work to achieve a high level of protection regarding the consequences of harmful substances for children and young people, says Minister of Social Affairs Jakob Forssmed (KD).

In July 2022, the government gave the special investigator Inga-Lill Askersjö commissioned to analyze and take a position on how nitrous oxide should be regulated, review certain issues in the alcohol and tobacco area and analyze the consequences of a possible change in the overall goal for ANDT (alcohol, narcotics, doping, tobacco).

< p>The investigation submitted its report to the Minister of Social Affairs today, which contains a number of proposals. Among other things, it is proposed to introduce:

* a new law on nitrous oxide which prohibits the sale of nitrous oxide for intoxicating purposes,
* changes in serving and marketing rules as well as intermediary and sales services for alcoholic beverages,
* “a tobacco- and nicotine-free school period”,
* a ban on the sale of tobacco and nicotine products to people under the age of 18, and
* a regulation of the maximum permitted nicotine content in snus and tobacco-free nicotine products.

The government must now analyze the inquiry's proposal.
