In March last year, the pedophile hunting site Dumpen contacted the man via the gay sex app Grindr, where they pretended to be be a 14-year-old boy.
They confronted him at a hotel in Malmö and were then able to identify him as a police employee.
A prosecutor at the Special Prosecutor's Chamber has now charged a man with serious data breach and gross misconduct. According to the indictment, he has unlawfully obtained access to information intended for data processing.
The man worked as an operator in an office environment in a technical intelligence group where he received information from technical intelligence aids to, among other things, carry out technical intelligence with surveillance cameras in the police camera platform. The task was to assist external intelligence personnel.
The investigation shows that during the work shift the operator illegally zoomed in on the surveillance cameras at Stortorget in Malmö, where he had arranged to meet the “boy”. With the help of the police's computer management system, according to the prosecutor, he searched for information about the square without it being necessary for his work as an operator.
– This is the first prosecution of data breaches that I know of where a police employee illegally used the police's camera platform. I believe the data breach is serious because public confidence in the police's handling of surveillance cameras could be damaged. Furthermore, the approach has been suggestive and difficult to detect. In the assessment that the crime is serious, I have also taken into account the target that the act was aimed at, says chief prosecutor Nicklas Englund at the Special Prosecutor's Chamber in a statement.
