Hidden costs in airfares: the EU wants more? transparency on hand luggage

The user then comes to know the actual amount of these extra fees once the data entry process of all passengers has been completed. In short, a unclear procedure that prevents those who want to compare flight prices from having an exhaustive and complete picture of the expense to be incurred.

In this regard, it is a resolution was voted yesterday in the European Parliamenton standards for hand luggage (an "indispensable element", as they are defined in a ruling by the European Court of Justice) with which MEPs ask for uniform community standards regarding dimensions and prices. This is a non-legislative text in which citizens' discontent with the interpretation of the rules on hand luggage is highlighted: hidden costs generate confusion, as well as difficulty comparison between the offers of the different airlines.

THE PETITION

It all started from the petition of a German citizen who in 2020 sent a document to the Strasbourg Parliament in which he asked

the completion of the EU legislation on rights of air transport passengers with common rules that define unique standard dimensions for hand luggage.

European airlines in fact provide different allowances (also for hold luggage), applying " own rules” on dimensions and prices.

The petitioner believes that these different rules lead to hidden costs if a person needs to change airlines for unforeseen or practical reasons. […] The petitioner requests that the regulation of air passenger rights oblige all airlines to adopt uniform standard dimensions for hand luggage.

THE COMMISSION'S RESPONSE

In March this year the European Commission stated that the issue is subject of examination “in view of the possible revision of EC regulation no. 1008/2008 on air services”. The new measures that will be adopted will however have to take into account the "freedom" commercial of the airlines, which in a competitive context has made it possible to reduce prices and increase the travel offer for passengers”. And he concludes:

É It is important that consumers are able to make fully informed choices about what which is included in their tickets.

THE RESOLUTION

Members now call for updating EU legislation on air passenger rights and for implementing the Court of Justice ruling that airlines "should not be able to charge a supplement for hand baggage, provided that such baggage meets certain requirements relating in particular to its weight”.

Objectives:

The deputies also intend to discuss the issue of tariffs for the of seats inside the aircraft.
