In the government's proposal, the penalties for gross illegal coercion, illegal threats, robbery and extortion are among other things toughened.

The punishment for drug crimes aimed at sales is also being tightened, while ordering drugs for personal use is criminalized as attempted crime.

Involvement of people under the age of 18 in crime will also become a criminal offense or criminal activity. In addition, a new type of sentence enhancement provision is introduced that targets violent confrontations between criminals. The presumption, or the assumption for detention is extended and shall apply to suspected crimes with a minimum sentence of imprisonment of 1 year and 6 months or more (compared to previously a minimum sentence of imprisonment of 2 years or more).

The bills is based on an agreement between the Moderates, the Christian Democrats, the Liberals and the Sweden Democrats. The amendments to the law are proposed to come into force on 1 July 2023.

The government's preparation of the bill regarding the amendments to the Narcotics Penalty Act has been questioned by, among others, the Legislative Council. However, the Justice Committee sees no reason for the proposal to be prepared further, but considers that there is sufficient evidence to be able to take a position on the proposal.

The Left Party and the Green Party have objections to the proposal. Among other things, the Left Party believes that other measures are needed, while the Green Party believes that the proposal to extend the presumption for detention and to toughen the punishment for certain drug crimes related to sales should not be implemented.
