The Constitutional Committee says yes to a constitutional amendment that gives greater opportunity to restrict freedom of association for groups that are considered to engage in or support terrorism. This should later make it possible to ban terrorist organizations or those who participated in them.

The Constitutional Committee has considered a proposal for a constitutional amendment that deals with making it possible to limit freedom of association for groups engaged in terrorism.
The proposal is a so-called dormant constitutional proposal, which means that the Riksdag has taken a decision on the matter on an earlier occasion. The committee proposes that the Riksdag say yes to the dormant proposal.
The constitutional committee proposes an amendment to one of Sweden's constitutions, the form of government. The amendment means expanded opportunities to restrict freedom of association by ordinary law for associations that “engage in or support terrorism”.
This means that it will be possible to propose and decide on laws that, for example, prohibit terrorist organizations or participate in terrorist organizations punishable.
Since the proposal concerns an amendment to a constitution, the Riksdag is required to vote equally twice on the proposal and there must be an election between the votes. The first decision on the proposal was made on April 6, 2022, and then the Riksdag voted yes, after which there has been a parliamentary election. The Constitution Committee proposes that the Riksdag say yes to the dormant proposal. The amendment to the law is proposed to come into force on 1 January 2023.
The Left Party has objections to the proposal in a reservation and thinks that the Riksdag should vote no to the proposal because it limits freedom of association.
