Indoor events with more than 100 participants who do not use “vaccination certificates” must, according to the proposal, take special infection control measures:

* Participants must have a designated seat.

* Societies must be able to keep a distance of at least 1 meter sideways and forwards and backwards from other parties.

* The number of participants in one and the same company may not exceed 8 people. If a party has more than 8 participants, the organizer of the gathering or event must divide the party.

These measures are not necessary if vaccine passes are used.

According to the proposal, an organizer who uses vaccination certificates have a routine for how the certificates are checked. The routine must be in writing and it must be followed up.

In addition, the Swedish Public Health Agency proposes that all organizers of public gatherings and public events indoors must take certain basic infection control measures. Among other things, they must inform about how the spread of infection can be avoided and arrange opportunities for participants to wash their hands or use rubbing alcohol.

The proposal also includes requirements for trade fairs to have infection control measures. For example, they must design corridors between points of sale or stands to avoid congestion.

The proposal includes general advice for organizers of public gatherings and events, leisure and cultural activities, shopping centers and markets. The councils must make it easier for the operations to avoid congestion and thereby reduce the risk of spreading covid-19. Examples of advice are to take measures to spread the visitors' arrival time, develop alternative solutions to physical queues and direct participants to different and specially specified entrances or exits. The general guidelines apply to both events that use vaccination certificates and those that do not.

The proposal is now sent for consultation to operators to obtain views before a decision on introduction. The introduction is scheduled for December 1.
