The committee is instructed to take a position on whether special criminal liability should be introduced for “public apology, denial or flagrant degradation of genocide, crimes against humanity and war crimes as defined in the Charter of the International Criminal Court, crimes against peace, war crimes and crimes against humanity as defined in the International Military Tribunal, having regard to the possibilities for restriction contained in the Racism Framework Decision “.

S tefan Johansson, Justice of the Supreme Court, will chair the committee. The report must be submitted by 20 April 2023.
