The man, who has lived in Ale municipality, drove in December 2009 – roughly drunk man with shiny summer tires and without a driver's license – killed two people in their 20s in Gothenburg.

Same a pedestrian had previously been mowed down with his car and has been convicted several times for driving a car without a driving license.

Only in 2011 was he convicted of the fatal crash. He was found guilty of aggravated drunk driving, causing another person's death, negligence in traffic and more and was sentenced to two years in prison.

Although the man was a foreign citizen, he was not deported, nor was he detained pending that the punishment would be carried out.

In this way, the man could stay away from justice for another ten years – and now the crime has become statute-barred, writes GP.
