The ties between NATO ally Turkey and the United States were severely strained after Ankara's previous decision to buy the advanced Russian air defense system S-400.

The decision led the United States to exclude Turkey from its development program of the F-35 Lightning II fighter aircraft. Otherwise, the Russians can use Turkish systems to practice and develop the S-400 so that it can shoot down the F-35 Lightning II, the Pentagon reasoned.

However, Turkey insists that the S-400 does not pose a threat against NATO.

Previous talks between Turkey and the United States on the purchase of Patriot robots, such as those that Sweden bought at high cost from the United States, collapsed due to a number of outstanding issues.

Among otherwise, the Turks considered the system obsolete and sold at a ridiculously high price tag. The choice therefore fell instead on the S-400, mainly due to Ankara's dissatisfaction with Washington's terms.

Turkey has said that it will only agree to a new offer of S400 purchases if it includes a technology transfer and common production conditions, according to Interfax.
