The 52-year-old Somali man managed to get a physiotherapist and an occupational therapist to certify that he needed personal assistance throughout his waking hours.

He stated that he could not move independently indoors, that he could not control his legs and feet and that he could not even sit without help. Outdoors, he moved with an electric wheelchair.

But in reconnaissance photos from October 2020, the man was seen walking freely around Arlanda when he traveled on holiday to his home country Somalia, from which he fled.

Other reconnaissance and surveillance images also provide support for the 52-year-old to be able to walk on his own without any problems.

Together with five other Somalis, he is now accused of having defrauded himself of more than SEK 12 million from the Swedish Social Insurance Agency in assistance allowance. According to the prosecutor, the crimes took place between 2014 and 2021 and were systematic.

Of the six accused, three have been detained since February 2021. The accused belong to two families that are closely connected to each other, one of which consists of the user and his two sons.

Prison staff have also testified that the man was able to move, dress and eat independently without any problems during his detention.

– The investigation is extensive and shows that the user has exaggerated his physical limitations, that the assistants repeatedly had other jobs that collided in time with reported assistance and that assistants reported performed assistance when they were not in the same place or even in the same country as the user, says chamber prosecutor Elisabeth Anderson at the Public Prosecutor's Office in Örebro.

– I mean that all this has contributed to the fact that the suspects have for many years been able to secure payments from Swedish authorities in the amount of many millions, she continues.

The hearing in the district court is planned to start in mid-September. r and is estimated to last for about 20 days.

All but one of the accused have been granted Swedish citizenship and can therefore not be deported with current legislation.
