The Budget Committee of the Chamber approved last weekend an amendment to the Support Bis Decree concerning the refinancing of incentives for cars. This is a measure that trade associations have been asking for for some time to support a sector in difficulty. The text of the Decree must now arrive in the courtroom at Montecitorio for the green light, and then arrive in the Senate. Times are tight as the final approval must take place by July 24th. Precisely for this reason no further changes should arrive.
But let's see the news; because & eacute; there are several starting with the bonus for used cars .
350 MILLION EUROS OF FUNDS
First of all, 350 million EUR of funds will be allocated. Let's see how they will be divided. 60 million will be allocated to new cars in the 0-60 g/km CO2 range, essentially electric and plug-in cars. As for the refinancing for the band of 61-135 g/km of CO2 , 200 million euros arrive. A fund that should be enough for several months. In any case, the new resources are considered valid until 31 December 2021 even if they will probably be exhausted earlier, at least for this band. The allocation scheme & egrave; always the same.
- Auto 0-20 g/km CO2: with scrapping € 8,000 bonus + € 2,000 (+ VAT) concessionary contribution
- Auto 0-20 g/km of CO2: without scrapping 5,000 euros of bonus + 1,000 euros (+ VAT) of concessionary contribution
- Car 21-60 g/km of CO2: with scrapping 4,500 euros of bonus + 2,000 euros (+ VAT) of dealer contribution
- Car 21-60 g/km of CO2: without scrapping 2,500 euros of bonus + 1,000 euros (+ VAT) of concessionary contribution
- Auto 61-135 g/km of CO2: only with scrapping 1,500 euros of bonus + 2,000 euros (+ VAT) of concessionary contribution
An additional € 50 million will be allocated to light commercial vehicles. Of this figure, 15 million are reserved for electric models. Finally, 40 million euros will go towards the purchase of Euro 6d used cars, petrol or diesel. There are, however, some things to say about these new incentives.
INCENTIVES FOR USED CARS
Also for this new category there are some rules to follow. First of all & egrave; provided for the obligation to scrape an old vehicle that is at least 10 years old and that has been in one's own name for at least 12 months (or to a cohabiting family member). The contributions will vary depending on the emissions of the used car purchased . Used cars, as mentioned, must be Euro 6 and must not already be; get incentivized. The scheme & egrave; the following:
- Used car 0-60 g/km of CO2: 2,000 euros only with scrapping
- Used car 61-90 g/km of CO2: 1,000 euros only with scrapping
- Used car 91-160 g/km of CO2: 750 euros only with scrapping
These incentives are intended for natural persons only. The price will not have to; exceed 25,000 euros (average market price). The discount will obviously have to; be recognized by the seller who will go; to recover the amount as a tax credit via F24 .
The contribution provided for in paragraph 2, letter d), is; recognized only in the event of acceptance by the transferor and until the relative resources, which constitute the maximum spending limit, are exhausted. The transferor recognizes the amount of the contribution to the transferee of the vehicle and recovers this amount as a tax credit, which can only be used as compensation pursuant to article 17 of legislative decree no. 241, without application of the limits referred to in article 34 of law no. 388, and in article 1, paragraph 53, of the law of 24 December 2007, n. 244, presenting the F24 model exclusively through the telematic services made available by the Revenue Agency.
