It was at a press conference on June 10, 2020 that prosecutor Krister Petersson announced that the investigation into the murder of Prime Minister Olof Palme was closed.

Petersson also presented his main theory, which was that it was the so-called Skandiaman, Stig Engström, who murdered Palme in February 1986.

JO has examined, among other things, whether the prosecutor's presentation was consistent with the so-called presumption of innocence which entails a right to be considered innocent until the question of guilt has been determined by a court.

It is the Ombudsman's assessment that the presentation, seen as a whole and in the light of other relevant circumstances, presented Stig Engström as guilty to the murder of Olof Palme.

Since the question of guilt had not been determined by a court, it constituted, according to the Ombudsman, a violation of the presumption of innocence. Engström had been dead for a long time and had not been given the opportunity to defend himself.

The Ombudsman states in the decision that the prosecutor had a responsibility to safeguard the person's interests and believes that more should have been done to achieve this.

– The prosecutor himself said that the suspicions were not enough for a conviction, but the lasting impression of the press conference is that the named person was presented as guilty of the murder of Prime Minister Olof Palme. I understand that the prosecutor was facing a difficult situation and had several considerations to take, but I am still very critical of how the prosecutor presented his decision to close the preliminary investigation, says JO Per Lennerbrant in a comment on the decision.

Stig Engström died in 2000, aged 66.
