After SVT in 2005 revealed that there had been military transport in Estonia one week and two weeks before the disaster on 28 September 1994, Göran Persson stated that the Court of Appeal Johan Hirschfeldt would be commissioned to investigate whether Estonia carried military cargoes throughout September that year.
But Göran Persson immediately broke the promise and the investigation would instead find out if the “Armed Forces and the Swedish Defense Materiel Administration” had been responsible for any freight.
“It would not be investigated whether KSI (the Office of Special Collection) was responsible for any freight, even though that was exactly what KSI was doing. Nor would it be investigated whether another country's intelligence service such as MI6, Russian/Estonian mafia or private company carried anything “, states Lars Ångström in a debate article in Expressen.
By breaking his promise in the Swedish Parliament, Göran Persson has probably contributed to important information being withheld from the public, according to Ångström. He believes that today it is therefore not possible to rule out a connection between a military shipment and the cause of the sinking.
The various tasks of the investigator and the Armed Forces should also have been investigated more carefully, according to him.

According to Ångström, it is likely that KSI's real boss Bertil Lundin, a personal friend of Carl Bildt, knew about the smuggling in Estonia. Carl Bildt, who was formally head of KSI in his capacity as Prime Minister, should therefore also be questioned in KU according to Ångström.
