“North Korea wants to sign a peace Treaty”

Constant missile tests and heated rhetoric. North Korea’s behavior remains aggressive. In a DW interview, former Brazilian Ambassador Roberto Colin explained the background of the increasing escalation.

Deutsche Welle: Mr Colin. You have managed from 2012 to 2016 of Brazil’s diplomatic representation in North Korea and know the country well. What is the strategy behind the aggressive attitude of the North Korean government?

Roberto Colin: There’s a reason for the aggressive attitude, namely the still unresolved question of the Korean war is not officially ended. There is only a ceasefire between North Korea, China and the United States – without a peace Treaty. Pyongyang is now trying with the missile tests and aggressive rhetoric, to be used as a nuclear Power is recognized, especially by the United States.

The current tense Situation is a result but not only from the behaviour of North Korea, but also from the mutual actions of the different actors in the Region. The United States, China, and North and South Korea. North Korea wants to bring the USA to sit down to a table. Ultimately, North Korea wants a peace Treaty, which would also mean the end of sanctions. North Korea wants to change the Status Quo and wants to force the United States, with its current aggressive rhetoric to the negotiating table.

Against North Korea were imposed numerous sanctions. How will these affect the country?

The sanctions hit, not the political elites, but those who should not suffer from them, so the population in their everyday life. Even the work of international organisations such as the UN and other NGOs is affected. And even diplomats are forced to cash in the country to introduce, to be able in order to survive. North Korea is completely cut off from the international financial system. To create the power of the local population, of course. However, for the Functioning of the regime, this is not so fundamental.

How do you see the future of North Korea? They believe that Pyongyang’s behavior at some point peacefully, and for the policy-foreseeable act?

What changes have you observed during your time in North Korea?

I have received a little insight into the country. I say small because there are strong restrictions. This starts with the contact with the population, which is possible but always very shallow. I was allowed to invite any North Koreans to come to my home. Nevertheless, I have noticed in the four years, a number of external changes that could mean.

I went, for example, only certain foreigners reserved days in my sports club. On the other days, the North Koreans were allowed to train. From one day to the other this rule has been abolished, and foreigners like the North Koreans were at the same time to the swimming pool of the club. It was even normal that you held to each other. The people in North Korea are very polite and hospitable. These are things that can appear to the outsider, perhaps, banal. The current Regime is not immutable. It changes something in the country, slowly, however, something changes.
