WhatsApp is messages that recipients have read mark with two blue checkmarks. That confirms the company as the chat app on its own site. The new blue checkmarks have a different meaning than the already existing gray checkmarks.

WhatsApp explains the meaning of the new marks on his faq page, after an editor of Softonic the check marks had been spotted in the Android version of the app. The blue checkmarks mean that a recipient has really read, but it is necessary that both phones, the version of the app running that supports.

The two gray check marks mean only that the phone of the recipient, the message is received, while a single tick still indicates that the message is sent. With the introduction of the blue checkmarks have users of WhatsApp for the first time, assurance that a message has been read. The feature also works in group chats, when all of the participants, the message read.

It is unknown how the function is structured, but presumably marks WhatsApp message as read if the receiver has the app open and the call has been examined in which the message is sent. On iOS, Android and BlackBerry 10, however, it is possible to read messages without the app open.

Update 10:48: The blue check marks appear only if the user selects the instant message in the app to open; it read, and then ignore messages from the lockscreen and the notification bar to remain in iOS and Android, as evidenced by testing of Tweakers.
