The document that Der Spiegel has seen shows a map with the name ‘Treasure Map’. On the map are the names of Deutsche Telekom and NetCologne and their networks highlighted in red, where the legend of it goes without saying that within the networks ‘access points’ for ‘technical observation’ existence.

The project for Treasure Map would make the whole internet and any internet-connected device in real time and everywhere’. Der Spiegel speaks of a kind of Google Earth for internet, that the NSA and the GCHQ would use for the planning of cyber attacks and espionage. Not only routers would be visualized, but also computers, smartphones and tablets that are connected to the internet.

Also, the German teleport providers, Stellar, Cetel and IABG are marked red on the Treasure Map. These companies offer internet access and other communications services through satellites for areas where no internet is. The map comes from the large amount of documents that the whistleblower Snowden has revealed.
