It is in the Netherlands immediately forbidden to download copyrighted materials from illegal source, for example via torrentsites and newsgroups. That puts the government in a response to a ruling of the european court.
The law does not need to be adjusted to a downloadverbod. There is currently no law prohibiting the downloading of copyright protected material from any illegal source permits: the cabinet and the Dutch judges were of the opinion that the copyright legislation in that way it can be explained.
