Users of Windows Phone 8.1 allows other users to access secure wifi networks without the password. This is evident from a list of features in the sdk called. There is also a ‘do Not Disturb’mode in the operating system.
The feature works via Wi-fi Sense, a part of datamonitor feature is Data Sense. If other contacts have a phone with Windows Phone 8.1, they can access to the wi-fi network without the password having to type. That works via an internet-based service from Microsoft itself, but how the function looks like, is unclear.
The wi-fi-part-function is one of the new features that developers have found in the sdk and which WPCentral has a list of published.
