KPN is in the process of expanding the number of cross-connects in the network. That the probability of failure decrease. The telecommunications company is taking the action following a failure last year, so 112 is not reachable.

Also, the telco some time ago, many of the klokkaarten in the cross-connect points replaced. Cross-connects are nodes in the network, where thousands of data lines are connected with central lines. KPN is doing the adjustments due to a major malfunction in Rotterdam last year, with 112 some time not reachable, the emergency services not being able to reach and trams, not reason.

The failing klokkaart in the cross-connect and the lack of backup for cross-connects appeared to be the cause of the failure. All the parts are indeed redundant, but the parts that are used and the backup are not separated from each other. Therefore, in case of a failure the whole system will go offline, causing many connections to that region are not working.

KPN follows many of the recommendations that the Inspectorate of Security and Justice and the Agentschap Telecom in a report about the interference. In addition to the technical improvements promises KPN also the communication around failures to improve, says the company.
