Programme councils: minister to put viewers offside

The joint programme councils find that minister Van Bijsterveldt of EDUCATION, culture and science, the viewer let you down with its bill for 30 channels in the tv package. The minister had the consumer more influence to give, the recommended.

Minister Van Bijsterveldt of EDUCATION, culture and science wants to that the providers of tv packages next year-30 instead of 15 channels without any extra cost to offer. The providers are free in their choice. “A package of this size is not to fill it with only the greatest Dutch channels. Pakketaanbieders will additionally make a selection from smaller and foreign public service and commercial broadcasters, and thereby to meet different preferences of larger and smaller target groups within the public,” said the minister in a letter to the Second Chamber.

A solution for consumers to have more impact on a standard package of 15 saw the minister does not sit: “In this model, the local programme councils be replaced by the mandatory consumer research, supplemented with advice on two radio stations by regional klantenraden.” According to Van Bijsterveldt is this ‘cumbersome’ and in addition this would be to lawsuits, and increased regulatory pressure lead. A result of the increase of the number of basiszenders to 30 is that the programme councils can disappear. These organizations advise the providers about the range of channels and be deemed to be the interests of local viewers to represent.

The programme councils are finding now that ‘the diversity in danger’: “The minister opens the door to downsizing, dumbing down and deterioration of the tv offer because it is significantly less than the digital basic package.” In practice, the current digital basic packages of up to 50 channels. According to the councils is, however, mostly similar packages. The recommend berate it further, that the minister is no complaint handling body, no joint impact and also no possibility of the pakketaanbieders rightly pointing is going to get. “Large groups of viewers who want something different than the uniformity on the tv to be sidelined”, they write. The minister would also be against the meaning of the Second Chamber act, which would understand more consumenteninvloed on the composition of the packages.
