The trailing end of the EU’s migration policy

In Greece, a few migrants to come to the Deal with Turkey seems to work. But for how long? The EU insists more on the Visa obligation for Turks. Ankara complains. From Brussels Bernd Riegert.

EU Commissioner Avramopoulos: EU countries must provide

Each month, the Commissioner must report in Brussels on the implementation of the refugee Pact between the EU and Turkey. Every month, Dimitris has announce Avramopoulos the same message: There are only a few migrants in Greece does not come, the redistribution to other EU countries works. EU Commissioner talks cloudy progress, then adds, however, always a big reminder to “But”.

But Turkey has not fulfilled the conditions

In its latest report in mid-June, praised Avramopoulos, Turkey had achieved “spectacular” successes, because they fill 65 of the 72 criteria of the EU for lifting the Visa requirement for Turkish citizens in the meantime. But he pointed also to the seven conditions are not met. In order for the promised Visa-facilitation 1. July is definitively off the table, especially since the Turkish government has repeatedly rejected the demanded mitigation of the Anti-terrorist laws. The EU Commissioner wanted to call, there is no concrete date for the Visa liberalisation, which is part of the larger EU-Turkey refugee Convention in March.

Deportation to Turkey: much slower than planned

The question now is whether Turkey will, in turn, hold to their Commitments under the agreement and ensures that only an average of 47 migrants per day cross the Aegean sea towards Greek Islands. The EU-Minister of the interior had already indicated last week, the October as a date for Visa liberalization.

But resettlement from the war region is not running

The number of new refugees and migrants coming to Greece, said EU Commissioner Avramopoulos, to be drastically reduced. But that will remain just so, if the EU opening legal channels for asylum seekers. If this is not done, would be smugglers and migrants find other ways to Europe. “We need to offer something Better,” said the EU Commissioner. Therefore, a direct resettlement of refugees and asylum was seekers offered directly from Turkey, Jordan and Lebanon urgently. 22 000 people wanted to include the countries of the EU, but so far have actually been resettled only to 7272.

But: the method in Greece is too slow

Mixed praise from the EU Commission, Greece: Organizing faster asylum procedure, make progress, but not enough yet. On the Greek Islands and on the mainland, thousands of people are waiting to apply for asylum or to get to a final decision. At the Moment, it hooks, especially in the instances of Appeal. The Greek Parliament has adopted new laws, according to which newly created appeal to committees to the overburdened courts to relieve it.

Stock Ritsona in Athens: the refugees waiting for resettlement in EU member States

The EU member States had promised a lot of staff for the asylum procedure in Greece, but it is according to the EU Commission so far, only a small part of it actually arrived. Since the entry into force of the EU-Turkey agreement to take back migrants, not a single asylum procedure in Greece really is. 462 migrants were pushed from the Greek Islands to Turkey, but had made no application for asylum.

But: EU member States, in solidarity

Over 50 000 migrants and refugees are now stranded on the Greek mainland, estimates that EU migration Commissioner Avramopoulos. Greece attempts to provide for the people and accommodate, but it was impossible and unfair, to leave the Greeks with the Problem alone.

German Navy helping refugees in the Mediterranean sea (11.06.2016)

The EU-Commission invited the other member States, per month 6000 migrants from the “front line States” of Greece and Italy. However, this “redistribution” comes in. In the last month, there were just 780 migrants who were taken in by other EU States. “All member States must pull their weight. If the resettlement doesn’t work, we can forget about a Reform of the Dublin system and the right to asylum in Europe”, was upset Avramopoulos. The Dublin rule States that for every migrant or asylum seeker to the country of his first entry is competent.

But: Italy is running slow

Italy takes in the Moment exactly as many refugees and migrants rescued from the Mediterranean sea, as in the past year. In the last month alone of 14,000. Nor Italy can afford this, but at some point, the recording storage is full. Italy had to be relieved by resettlement, and calls upon the EU Commission, but the other States show little willingness. Austria threatens to close its border with Italy at the Brenner pass, if more migrants should be arriving. The EU wants to conclude with African States agreements, in order to achieve the return of migrants, but until these arrangements could be, will still take months or years, according to EU Commissioner Avramopoulos: “it was a difficult summer.”
