Comment: a Reformer against deadlock in Kiev

Missing in Ukraine, the courage and the will to make real changes? Political hopefuls give up in frustration. And much more is currently wrong. The reform process is in danger of failing, writes Bernd Johann.

Under President Petro Poroshenko is coming Ukraine is not progressing

Almost two years have passed since the “Revolution of Dignity”, the courageous uprising of the Ukrainian society against the corrupt and kleptokratische Regime of Yanukovych. Only are tedious since the promised reforms underway. Now lose the reformers in the government of their patience. And the coalition is threatening the disintegration, because MPs and parties are again in their own political soup want to cook.

Especially in Parliament, have been in the past few months, the reforms slowed down and diluted. Important projects such as the privatization of state-owned enterprises and the establishment of an independent judiciary’re stuck. But also in the government and in the Executive office of the President sitting apparently idlers, who do not want to be felt and Clan structures in Ukraine to be broken up.

Accusations must be cleared up

Now is the survival of the entire government on the Brink of collapse, and thus the future of the reforms. Several Schlüsselminister complain already for a long time about massive Resistance in the apparatus. With a loud Bang threw last week, economy Minister Aivaras Abromavicius in the towel. In sharp words, he criticized corrupt patronage, the reforms were blocked, and called a politician by the name of the immediate environment of Petro Poroshenko will be attributed to. It is understood that these accusations completely have to be cleared up. If they were true, she would be the Reputation of the President of Ukraine, massive damage.

Abromavicius was a year ago, along with other experts from abroad as a Minister in the government have been called. They were seen as a beacon of hope, because they are not part of the structures were, over the years, and for decades the Ukraine plundered had. But now lose just these people place their hope on a change in the system. This is a fatal Signal!

Critical are the international reactions: Pointedly formulated the same ten ambassadors of Western States their “deep disappointment” about the resignation of the Minister. Also the head of the International monetary Fund responded worried. And now it is more than likely that the IMF of the next Tranche of its financial assistance to Ukraine to hold back until it is clear, as it is there politically is going on.

Trust is playful

The reactions show how massively the meantime, doubts about the willingness of Ukraine. So is confidence in the West playful. And probably only Russia is likely to be happy if in Kiev the coalition does fall apart. It helps a little, if parties such as “Fatherland” or “Samopomitsch” (self-help) the coalition turn their backs want. Alone you have no majority, the reforms to enforce. The result of a breach of the coalition would, therefore, the reform process has only weakened.

Two years after the Maidan seems to be the time of the commonalities among the reformers in Ukraine over. The political dispute within the coalition, is also a consequence of the continuing influence of groups in politics and the economy, especially their own – mostly financial – related benefits. It failed in Ukraine, so far all Attempts to get the System to change fundamentally.

This reform actually progress, would have exactly these Connections to be broken up. The influence of the oligarchs and their backers would have to be pushed back. The lack of compelling evidence that the politics in Kiev the necessary courage and the will for these changes.
