About Interpol increasingly political objectives to be pursued, complaining of the Council of Europe-Commissioner Bernd Fabritius in the DW-Interview. For the case of Turkish-German writer Dogan Akhanli?

Deutsche Welle: Mr. Fabritius, the case of Turkish-German writer Dogan Akhanli, who was arrested in Spain on a Request from Turkey via Interpol, has high waves struck. For the Council of Europe, you have to Request the abuse of the so-called Red Notices, i.e., arrest, Interpol is investigating. The case fits Akhanli to your inquiry?

Bernd Fabritius: Of Course. Unfortunately, this is only one example of many. There is substantial evidence that Turkey has been fed in the last time very many Red Notices in the Interpol System. This is a tracking mechanism to combat the normal application of global crime. It is known that there are more and more States that this Instrument Interpol need to harass unpopular people, opposition politicians, dissidents and human rights defenders and to prevent them from traveling. The Turkey is certainly one of the States, particularly since the coup, the schedule now has its own idea of illegality and criminality, and the Interpol System.

Turkey emphasized that the case Akhanli was politically. There is a procedure for a robbery murder. We can already say now that Turkey is in need of in the case of Akhanli Interpol miss?

Dogan Akhanli is currently in Madrid

Whether this case is sure to be a abuse, is out. Therefore, I have requested that the Commission of the Interpol shall examine this Request very carefully. It is known that Turkey has already had such cases. It now remains to be seen how Interpol checks this Red Notice. Interpol is, so to speak, only a news portal, and assumes a fixed composition-the Request of a nation-state, here Turkey. The other member States of Interpol can access it and learn so that a state pursues a certain Person. The measures that this state applies, in the case of Spain, are subject to national law. Spain must now consider whether the Request for extradition, which would have to make the Turkey now, meets the strict requirements for delivery. I am very curious as to whether Turkey will make such a request for extradition at all. Because many countries are often only a Red Notice, to hinder. And then you make a request, never a delivery, because they must fear that it will come to a child justiziablen examination of the extradition request to delivery. Turkey is among the countries where you have the Red Notices very carefully consider. The Erdogan Regime has already proven that it provides entirely different conditions for arrests, as we find in the Council of Europe as the rule of law.

In its report to the Council of Europe, it means that there are now many cases in which authoritarian States need to have the Red Notices miss. Interpol has failed?

Interpol has not responded in a timely manner to the increase in the state illegally. If you consider that the number of Red Notices has in the past ten years, multiplies, then you should be watching this development very much more precise audit standards. The Commission, which shall examine such Red Notices, must be increased. For example, you should be able to set no repeating Red Notices, so no Red Notices for proceedings that have already ended once, as in the case of Akhanli, by an acquittal in Turkey. You should only be able to new allegations of a Red Notice request. I am not aware that Turkey is against Akhanli raises new allegations. Therefore, I assume that there will be no successful request for extradition. But the facts is that Akhanli as a German citizen detained in Spain through Turkey to the traveling and returning to his own country. If it is confirmed that Turkey has driven abuse, and there are quite a lot of evidence, then that would be a point where Interpol about sanctions against Turkey must think about.

What sanctions are possible?

At the Moment you can only exclude a single country from the Pool temporarily, the means closing the access. This would mean that Turkey can set no other Red Notices.

From which countries the most abusive Red Notices come from?

Interpol does not conduct statistics, as many abusive Red Notices from a single country to be submitted. This is a point that I call. But Interpol maintains a set of statistics, from which country the most common requests from potentially as a result of abusive Red Notices Affected. There Russia is followed by Ukraine in the first place. The Turkey is on the tenth place. That is, in these countries, the most pronounced fear that their own country Red Notices being abused in the population.
