But they also spoke of hope for the Syrian refugees: “Six billion, this year it is provided, that is, the work can begin immediately.” Germany, with EUR 2.3 billion, the biggest donor, followed by the USA and the UK.

New approach to help

After last Geberkonferenzen wanted to make this a new way to go. A portion of the funds collected directly to the UN – organizations go to the food pantry in the border refugee camps to improve. Here, Germany has a third of the funds already pre-paid. The rations were 2015 financial Straits, partly reduced by half. In addition, however, is money for job creation is used, for projects in the host countries of Jordan, Lebanon and Turkey, where, in cooperation with the private sector Jobs for refugees. The EU grants trade preferences, so that the goods can be dropped: So the Plan is, however, more likely in the medium term will help.

By the end of this year all Syrian refugee children in neighbouring countries can go to school. The Norwegian Prime Minister Erna Solberg said, “a lost Generation as a result of the crisis in Syria, to prevent”. Neighbouring countries fear the political destabilization

“Our small country has 1.3 million refugees from Syria”, implored the Jordanian king, the donors ‘ conference in London. One out of five inhabitants in Jordan, the country is a Syrian refugee, king Abdullah, and “we have acted correctly. But we should not be punished.” His country would the refugees not to the detriment of their own citizens continue to support. He also appealed to the donor countries, the strength of Jordan and its role in the Region not to compromise. Abdullah fears of political destabilization and a possible radicalization in his country.

The same applies to the Nachbarsstaat Lebanon: We need a political solution, said Prime Minister Tammam Salam. Would be needed now for the refugees in his country, projects, jobs, food, schools, and “a Smile on the face of every child”. Lebanon could not Fund and this should not be expected to be: “We will have a breakout soon no longer be able to prevent, and this is an international threat.” The time course, and this Time would have to promise the donor conference will also be fulfilled. In the previous year only 56 percent of the promised funds have actually been paid.

Turkish Prime Minister Ahmet Davutoglu said handle Russia sharply: tens of thousands of new refugees were waiting in front of the Turkish city of Kilis – due to the continuing air raids on Aleppo by Russian fighters and foreign fighters. The Versorgungskorridor to Aleppo is now cut off, the Assad Regime is using Hunger as a weapon and sets medieval Terrormethoden”. No one is going to be the Opposition under these circumstances back to the Geneva negotiating table. Russia itself, incidentally, was at the conference not represented and is not participating in the assistance efforts. Also Davutoglu finally came the request for money for Turkey, which is already more than two million Syrian refugees home.

Yet help is possible

“Five years after the outbreak of war are the refugees in the Region at the end,” says Caroline Annington, from “Save the Children”. They had sold everything and fought for Survival. And the children had to work to get the family to eat – for example, in Lebanon at the potato harvest. So all can go to school, you need food for the parents. In addition, one must reduce the bureaucratic hurdles in the host countries to eliminate, and enough teachers and classrooms to Fund. “Most of these problems with money solve,” says Caroline Annington, but this money must be in the medium term, to be paid, so that there is continuity give. Still, it was not too late, because the children would have had enormous incentive and would quickly learn.

“The government felt the political pressure and hear the host now,” says Simon Ingram of Unicef. “In the short term, you can the people in the Region will not escape to Europe to hold long-term but want to make the most of the families back in their homeland, as soon as there’s a perspective there.”

Angela Merkel seeks, the hopes for an immediate stop of the Flüchtlingsstroms to dampen: “We do everything so that people not so far from your home to the way, but that does not replace the humanitarian responsibility in Europe.” You will continue to work for it that Europe meets its obligations. The Chancellor is the goal of a common asylum policy in the EU is not on.
