‘Government is unable to cope with hackers’

The government can not cope with a large-scale weiter. During an exercise in which such ict-crisis was simulated, was the government mainly to the gathering. The impact was underestimated and co lwa coordination was lacking.

That are the conclusions of an evaluation report of the Cyberstorm III exercise, where a large-scale attack with a computer virus was simulated. The attack would be in the simulation lead to publication of confidential information, and chaos on roads, railway stations and Schiphol airport, due to information systems failure. In the meantime, the concerned ministries and government agencies, however, mainly concerned with meetings, where the impact of the situation was underestimated and coordination was lacking. The exercise took already place last year, on 30 september. When was the government still in the process of preparing a national cybercrimestrategie, that a overheidsbrede approach of cybercrime must deliver. The strategy provides, inter alia, in a ‘cyber security centre and council’ to deliberate ict-crises to overcome. The government has already taken steps to better deal with hackaanvallen, though it is unclear how far the plans have progressed.

The question remains, however, why the government in the year 2010, not yet was well-prepared on hackaanvallen, while the Netherlands has for some time been a country with an advanced ict infrastructure. The ministry of Security and Justice, was not reachable for clarification. Incidentally, it appears from the evaluation report or the government, however, can withstand a much larger amount of small hackaanvallen. According to the government organisation Govcert, which gives advice about ict security, treated in the previous year 353 ict-incidents.
