Government fails introduction and accessibility of gemeentesites

Of the Dutch gemeentesites meets 98 per cent did not yet meet the government-established web guidelines. The original deal was that all the sites of the government as of 31 december 2010, these guidelines should meet.

Minister Donner has the report Accessibility Monitor 2011 is awarded to the Second Room. The report is the fifth research of the Foundation for Accessibility to the extent to which websites of municipalities on the accessibility requirements.

The web guidelines are intended to ensure that people with disabilities, people with different types of computers and search engines, government sites can access. There is among other things to the toetsenbordtoegankelijkheid, scalability of font size, visibility in Google and readability without style sheets. This year, for the first time all 418 gemeentesites examined. In previous studies, a sample was taken.

Of all councils meet only four with their site to all the web guidelines: Goirle, Wooden, Krimpen aan den IJssel and in Wijk bij Duurstede. Of the sites meets 92 percent do not even meet the minimum requirements for accessibility. “Of the sites that are using multimedia, 87 percent on a non-accessible manner. There is for example no subtitles for deaf and hearing-impaired added. The increasing number of inaccessible videos is mainly for this group of users is a worrying development”, establishes the Foundation for Accessibility.

Also the central Government.en-site does not yet fulfil the minimum toegankelijkseisen. With these results, does the government not meet its original objectives. “Since June 2006 are the web guidelines for websites of the Dutch government obliged and as at 31 december 2010, all government websites, including those of municipalities, provinces and water boards, comply with the web guidelines”, is the governmental site on the web guidelines.

The government has, however, recently, new objectives announced, that municipalities have more time. Now, they have until the end of 2012 to meet the minimum requirements, while they have until January 2015 to have their sites fully comply with the accessibility requirements.
