European member states are not obliged to child pornography, to block

European Commission, Council and Parliament have reached agreement on measures against offences, child pornography sites. States need not required sites to block, such as first proposed, but “need to do their best’ to remove them.

Last year march, the European Commission for each member state to impose an internet filter against child pornography. The states would also isps should insist on voluntarily entering a strategy for the block. The proposal came on a lot of criticism from, among others burgerrechtenbewegingen, governments, providers and members.

The blockade would be easy to circumvent, child pornography not fight, but only to hide, and invite to censorship of content that governments don’t want to. The European Parliament had in February than to know too little in the proposal. Providers gave in march that a filter is meaningless, since the spread now rarely through websites would be expired. For Dutch introduction put out the Second Room last month, a baton, but on the text of the European measure was still being negotiated.

The European Commission, the European Council and the European Parliament have now reached agreement on the proposal, message EDRi, the organization dedicated to the protection of European digital rights. The obligation is final table and is replaced by a permission to block. Some member states already have a filter implemented, and can continue to use, all the EU proposes some conditions.

Among others, Sweden and Denmark already have blockades set up, and the forthcoming European directive requires that they are within the rules of the European Convention on Human Rights and the European Charter of Fundamental Rights to continue.

EDRi regrets that the measures that are now being proposed for sites to remove, victims, identify, and criminals to prosecute is very weak. Member states should according to the text ‘do their best’ to find sites with child pornography in other countries, are hosted, to remove.
